Planning Board Meeting Minutes
September 24, 2013

7:10 PM:  W. Ritter called the Planning Board meeting to order.

PUBLIC HEARING, SPECIAL PERMIT / DEFINITIVE SUBDIVISION, OPEN SPACE RESIDENTIAL DESIGN, OAK HILL, SALISBURY STREET, STANJOY ROAD, Winter Ridge Limited Partnership:  W. Ritter read the Public Hearing Notice into record.  S. Carlson is not in attendance.  The applicant was given the option to request a continuance to October 8, 2013, or go ahead.  He needs a majority vote, 5 out of 6 votes.  The applicant needs a written request for a continuance to the October 8, 2013 meeting, with a filing of decision of October 11, 2013.

O. Lies motioned to continue the Public Hearing to October 8, 2013, with a filing of a decision with the Town Clerk by October 11, 2013.  D. Lindberg seconded.  Vote 5-0, all in favor.

Documents presented during review can be viewed in the Town Planners office.

In attendance for the Planning Board meeting are Ed Johnson and John Lucier, who are going for their Eagle Merit Badges.  W. Ritter explained a little of what the Planning Board does.

ZONING BOARD OF APPEALS RECOMMENDATIONS, Variance Application, 515 Main Street, Ryan Luddy:  This is an application to operate a kennel in a Commercial Zoning District.  The applicant is applying to the Zoning Board of Appeals for a use variance to allow a kennel in the Commercial Zoning District with more than 10 dogs.  If the variance is approved, the applicant will have to obtain a Kennel License from the Board of Selectmen.

J. Michalak was concerned with any neighbors in close proximity.

J. Head motioned for no planning significance.  O. Lies seconded.  Vote 5-0, all in favor.

Variance Application, 11 Industrial Drive, Holden Veterinary Hospital, Industrial Zoning District, Relief from Setback Requirements for addition:  The applicant is seeking a variance for the construction of a 30’ by 30’ addition.  The side yard setback in the Industrial District is 25’, and the applicant is proposing 14.7’.  The rear yard setback requirement is 40’, and the applicant is proposing a 22.9’ setback.


J. Head motioned for no planning significance.  J. Michalak seconded.  Vote 5-0, all in favor.

Variance Application, 1606 Wachusett Street, Thomas & Anne Koertge, R-40 Zoning District, Relief from Setback Requirements:  The applicant is seeking a variance from the sideyard setback requirement of 25’ to construct an addition.  The addition will consist of a two car garage with additional living area located on the second floor, the applicant is proposing a 10’ sideyard setback requirement and is seeking 15’ of relief.

J. Head motioned for no planning significance.  O. Lies seconded.  Vote 5-0, all in favor.
